First off, Spoiler Warning for the most recent episode of The Walking Dead which delivered a few REALLY BIG moments that will definitely be turning points for the season as well as the entirety of the show as a whole. Some of those really big moments included bringing together characters that have never shared the screen together in the shows entire run or in the entire time the characters have been on the show.
Holding fans over until the next episode when an explanation must be coming, kicking things off with the only pair that eventually did share a scene together.
10 Carol & Negan

When thinking about the fact that these two have never shared a scene together it is truly baffling considering Negan popped on the scene all the way back in season 6's finale. This is where fans must be thinking "Carol must have been in the lineup, Right?" WRONG! Carol was in self-imposed exile at the back-half of season 6 and only came out to fight the Saviors after news of the deaths of her close friends. This seems to have been really clever maneuvering in the writer's room.
In the background having known that Andrew Lincoln wanted to leave for years, it makes one think they may have been playing the long game with this sort of twist in not having them interact until this big payoff. Setting up Carol and Ezekiel, having her lose her child, never interacting with Negan, and then when they do interact it is almost like two half-broken people come together in a messed up way to become something more. A well-thought-out redemption arc that is seldom seen done so well in long-form storytelling.
9 Shane & The Governor

Shane is one of the more interesting characters in The Walking Dead universe because we still do not know if that Lil' Asskicker running around that everyone is raising together is his or Rick's. That is not the only reason why though, most of the things that Shane suggested to the group as a whole and was condemned for the group and Rick would go on to do or implement in someway and quickly in their fight against The Governor.

It would have been extremely interesting to see how much more quickly this particular skirmish the group would have gotten through with someone more heavy-handed on their side. Also the dynamic performances from both actors in those roles acting opposite each other would have been a real treat to fans. Imagine Shane's grim laugh exchanging with The Governor's creepy smile in a scene.
8 Michonne & Lori

Just imagine the dynamics this would shift for the trajectory of the entire show had this encounter happened. Michonne arrives at the prison earlier than she did and meets Lori and all of the events unfold. Guaranteed these two great female actors could have delivered some intense scenes of Lori not trusting this woman and being overprotective.
Ultimately trusting her enough, when the famous scene where Carl had to kill Lori comes the writers could have lifted the burden off of him and turned it into a bonding moment for Carl and Michonne. The very fabric of the show would have been completely different, the ramifications reverberating for years.
7 Tyreese & Dale

Two characters whose deaths were remixed for the show much like they like to do to keep viewers on their toes. Tyreese in the comic books had the death that went to Hershel in the show. While Dale was left as a distraction in front of Father Gabriel's church so the group could get away safely from a group of walkers.
These two characters would have been particularly great to see on-screen together because of the dynamic presence that Jeffrey DeMunn and Chad Coleman brought to the show. Always seeming to be the scene-stealing type of actors it would have been cool to watch them almost compete for whose scene it was.
6 Morgan & Beth

Everyone dealing with the Whisperers right now could probably use a classic uplifting Greene sisters duet around a campfire right now. Beth was dealt a really raw hand and most viewers agree it was a straight-up shock value death that the show did not need to do whatsoever. Morgan had not yet caught up with the group yet when she had gotten her head blown off in that hospital either.
Viewers that watch sister show Fear The Walking Dead and have seen Morgan go about helping Alicia with everything that has happened with her loss and damaged psyche. It is hard to overlook a similar connection that could have been on the screen with Beth and Morgan and the phenomenal acting that could have taken place had the show not been so worried about the shock value at the moment.
5 Carl & Lydia

ROBBED!! Every viewer feels robbed on this one, every fan, every comic book reader is still sore about the COOOORAAALLL(lol) death. While Chandler Riggs may be okay and moving onto other things, watching Cassady McClincy on-screen and how perfect and tortured she is as Lydia makes it difficult to not imagine Carl Grimes pining after her and vice versa.
That entire portion of the Whisperer storyline seems wasted at this point, the chemistry would have been there just based on similar acting styles of playing vulnerable and tortured souls in the apocalyptic wasteland.
4 Rick & Alpha

Picking up on the last one, this is a tough pill to swallow probably even in the writer's room. The most intriguing storyline in the entire run of the comics, so complex already and bringing in Samantha Morton to play Alpha.
Had to be in the back of their minds that they would NEVER get to see her and Andrew Lincoln share scenes pulled from the page that they could have executed so beautifully. Now, this season and arc have been adapted and remixed very well, but these two could have really bounced off of each other in a really interesting and subtle way.
3 Father Gabriel & Hershel

Two men are devout to their religious beliefs even after the initial wave of the apocalypse. Stubborn to their ways and their morals even if it puts their families in danger or it keeps other people in danger. Hershel harbored a secret from the group and it came to a head when Sophia came out of the barn zombified and they killed all of the walkers that came out including her and it was hard for them to trust him.
Gabriel also harbored a secret having his been more cowardly with leaving his congregation outside when the apocalypse started. The scenes this pair could have shared would have been teeming with religious overtones and when and why to either let go or hold onto those beliefs. The two dynamic actors delivering them in such a grand way, Scott Wilson calm and Seth Gilliam ecstatic and overreacting.
2 Simon & Beta

This would have been an extremely funny encounter. Beta really does not take very kindly to anyone trying to question his power or the power of the herd or his leader Alpha. Simon is very similar but has a complex that he seems to think while "We are all Negan!" he is more Negan than Negan himself.
This is how this meeting plays out due to those character traits and based on the writing habits of the writer's room. Simon talks a TON just like Negan but is not as charismatic and has a shorter fuse, so when he flips his lid Beta grabs him and LITERALLY rips him to shreds.
1 Merle & Gamma

Can't leave out Merle Dixon, this is a character that did not get enough time on the show back for more time on the show. While having arguably one of the most heartbreaking scenes in the shows entire run for the character Daryl Dixon there was a reason it worked so well, fans loved Merle too.
Michael Rooker is an actor that operates at a high level every time he steps onto a set (I'M MARY POPPINS Y'ALL!) and Thora Birch as Gamma also does a great job playing a similarly broken down character.
